What is WCAG 1.2 and why is it mandatory?

WCAG 1.2 (Web Content Accessibility Guidelines, guideline 1.2) requires all video content to be subtitled so that hard-of-hearing and deaf viewers have equal access. For governments, education and many businesses, this is a legal obligation. WCAG 1.2.2 (level A) applies to pre-recorded video with audio.

What Subtitle Studio checks automatically

For every cue, Subtitle Studio runs real-time WCAG checks: reading speed (max 17 CPS), maximum 2 lines per cue, line length, overlapping cues, minimum gap (80ms), uncovered gaps (>30 seconds) and empty cues. Issues are immediately highlighted in red.

The WCAG review mode: human control in minutes

Open the WCAG review mode via the button in the editor. You get a structured checklist: automated findings (clickable to the cue), gaps to assess (► play, ✓ no speech, ✗ speech missing) and a manual checklist for speaker identification. After completion, download a WCAG report (txt) with score, findings and conformance label.

Who needs WCAG compliance?

Governments and municipalities: accessibility requirements have applied to public bodies for some time. Education: learning materials on video must be accessible to all students. Broadcasters and media companies: subtitling is daily work there; a checkable report helps at delivery. Businesses: since 28 June 2025 the European Accessibility Act sets requirements for, among others, web shops and digital services.

Budget vs Pro for WCAG use

Budget, all automatic checks (CPS, overlap, line length, gaps) included. WCAG review panel included. After the review you get a report with score, findings and conformance label. Pro, additionally: formal WCAG report (PDF) with company name and conformance label; priority processing; all 22 languages for international WCAG-required content.

Is WCAG 1.2.2 mandatory for my organisation?

For governments and government-affiliated institutions, accessibility requirements have applied for some time. Since 28 June 2025, the European Accessibility Act (EAA) also sets requirements for, among others, web shops and digital services. Consult your legal adviser for your specific situation.

Does Subtitle Studio guarantee WCAG compliance?

Subtitle Studio automates technical checks (CPS, timing, overlap) and guides the human review. The report is a tool; a formal audit by an accredited accessibility expert is your own responsibility.

What are the WCAG requirements for subtitle reading speed?

WCAG 1.2.2 does not specify an exact figure, but a maximum of 17 characters per second (CPS) is common practice. Subtitle Studio enforces this limit.

Is speaker identification required for WCAG?

WCAG 1.2.2 requires all spoken text to be subtitled. Speaker identification is recommended but not strictly required at AA level. Subtitle Studio asks the reviewer to check this manually.
